Had the problem with older version (sorry, forget which one). Decided some file was probably corrupt, or some setting was off somewhere. Tried DL latest version (2-6-6) as a fix or reset.
Still doesn't work. Fill tool cursor shows classic euro symbol for "do not" A circle with a slash in it. What, no stop sign?
Anyway, I'm guessing some setting in the options is disallowing the fill. Otherwise, it's a .bmp file to which I added layers. I made a "background" layer which I wanted filled with a color. Selected that layer, did a "Select All" and then selected the bucket tool. Mode is "Normal" Opacity is 100%. FG color is selected. Fill whole selection is selected. Color is not a gradient or something weird. Just a color.
Still get the "Do Not" symbol in the bucket fill cursor.
I experienced some weird behaviors in the bucket tool (basically fill only a part of the selection
to fill it all i have to click again in another part of the selection usually i have to repeat 3 or 4 times instead then once as supposed )
And this even if all selected part are connected and fully selected
(gimp 2.6.5 on xp but this happened also with previous version
Anyway this is quite different from "does not work" as (poorly) described in the other messages
In that case, if there is that symbol that say the tool can't work, then is most probable a error from users:
As example believe to have a new active layer after Copy and Paste, when in case there is not any new layer but a "floating selection"
#################################
BTW with the brush editor you may create a brush big as the image or even bigger
And that brush used with the brush tool will give exactly the result expected by bucket fill
(this solved my problem )
Apparently filling similar colors is what people do expect, otherwise the default wouldn't have been changed some time ago.
The are easier ways to fill the whole selection - dragging a color to it, or using the "Edit->Fill with..." menu entries. Or you could save different default tool options, but given the other methods, this should not be necessary.
Please provide a better

At least one of the fill
At least one of the fill tool options does control the fill behaviour inside of a selection. You should check how they are set.
thank that solved. .i didn't
thank that solved.
.i didn't thought that the Bucket tool as default sort of automatically select by color within the active selection the area to be filled
will be no better chose "fill whole selection" as default?
Result will be usually more close to what expected
Apparently filling similar
