Add simple "Rule of Thirds" guides in GIMP.

This plug-in is so simple, it might also be useful as a python-fu template.

May this is a start, but what about saving/ opening Guide presets?

Not yet

We need to overhaul the GIMP template system - right now it just saves a list of parameters. The goal is to use native XCF format though...
